IMI 2024: what is the rate payable in each municipality? See on the map

Most municipalities decided to set the minimum IMI rate at 0.3%. And there were 46 local authorities that decided to lower the IMI in 2024.

The Municipal Property Tax (IMI) rate to be applied in 2024 has already been announced by the vast majority of the 308 Portuguese municipalities. And there are several new features. From the outset, there are more municipalities charging the minimum IMI rate than last year (0.3%). And there was a total of 46 local authorities that actually decided to lower the tax this year, with the biggest drop being recorded in Santo Tirso. Every year, municipalities set the IMI rates to be charged to residents the following year and communicate them to the Tax and Customs Authority (AT) by December 31st. And, according to article 112 of the IMI Code, updates to these rates can only be carried out within well-defined limits:

urban buildings the rate varies between 0.3% and 0.45%;
rustic buildings is 0.8% in all municipalities.
Data on IMI rates collected by idealista/news on the Finance Portal reveal that 193 of the 303 municipalities with available data decided to set the IMI rate at the minimum possible (0.3%). This is the case of Lisbon, Oeiras, Viseu, Leiria, Coimbra, Albufeira, Odemira, Vila do Conde, Bragança Ponta Delgada, Porto Santo or Funchal. What also stands out is that there are six more municipalities charging the minimum rate than last year.

There is even more good news: 46 local authorities have even decided to lower the IMI rate to be charged in 2024. The biggest drop of all was observed in Santo Tirso where the IMI rate went from 0.375% in 2023 to 0.3% in 2024 (the Minimum Rate). Also in Aveiro there was a drop from 0.4% to 0.35%. Vila Viçosa, Castanheira de Pera and Entroncamento decided to lower their rates from 0.35% to 0.3%, thus being part of the eight municipalities that lowered the IMI to be charged in 2024 to the minimum possible.

In addition to these, it also appears that other populous municipalities have decided to lower their IMI rates to be applied this year (although in a less significant way), such as Seixal, Setúbal, Montijo, Faro, Vila Nova de Gaia and Évora. Although some reductions are less than a tenth, the truth is that their effect will be felt on families' portfolios, especially for those with a high tax asset value (VPT). It should also be noted that each municipality can choose to reduce the IMI for families depending on the number of dependents (one child has a discount of 30 euros, two are equivalent to 70 euros and three are equivalent to 140 euros).



Where is the maximum IMI rate applied?
There were no increases in IMI rates compared to the previous year – that’s for sure. However, there are five municipalities that continue to apply the maximum rate of 0.45%: Alandroal, Cartaxo, Nazaré, Mafra and Vila Nova de Poiares. The municipality of Caminha was the only one that decided to stop applying the maximum rate this year, reducing it to 0.41%.

The case of Vila Real de Santo António is special. This council once again set the maximum IMI rate of 0.5%, which is allowed by Finance only for the municipalities covered by the local economy support program or the municipal adjustment program, based on its indispensability to meet the objectives defined in the respective plans or programs”, as stated in the IMI Code.

It should also be noted that until this Friday, January 5th, the Finance Portal had not yet released data on the IMI rates to be charged this year for the municipalities of Espinho, Tavira, Porto Moniz, Corvo and Gondomar.
